The situation in Colombia remains disturbing amid a growing wave of violence and intimidation throughout the country, and countless murders of social leaders.
Abuse and the use of force are proving to be a structural problem. The tremendous escalation of violence in the country is largely due to a government that allows paramilitary groups – responsible for hundreds of murders of social, farming, and trade union leaders – to exist. The government is also disregarding one of the great milestones of the Peace Agreement, the Special Investigation Unit for the dismantling of paramilitary successor groups, unfortunately it has made little progress.
Recently, the Institute for Peace and Development Studies estimated that there were 60 massacres in 2020 (244 murders), a dramatic increase on the 11 in 2017 when the Peace Agreement was signed. Moreover, the criminalisation and repression of protest continues, as we have seen at recent demonstrations. The situation is getting worse every day.
In this context, the Movement to Defend Peace is virtually convening an International Conference for the Implementation of the Peace Agreement on September 26th. This coincides with the fourth anniversary of the signing of the Agreements. The lack of guarantees for the signatories of the Agreement will be discussed, as well as the wave of assassinations, threats and displacements, the state of reincorporation and implementation, and of course the need to comply with the agreements.
The conference will count with the presence of former President Santos, the United Nations Verification Mission, the guarantor countries and the signatories of the agreement, social leaders as well as representatives from different governments, trade unions, the world of art and culture, and victims’ organizations.
The GUE/NGL group calls on the international community to follow this conference closely and to monitor the Colombian conflict, showing solidarity and support for the Peace Process in the country. We urge the fulfilment of the signed agreements, the rejection of violence against social leaders and demand that the safety of the signatories of the agreement be guaranteed, for the real construction of a stable and lasting peace.

La situación en Colombia continúa siendo escalofriante, con la creciente ola de violencia e intimidación que se sufre en todo el territorio, y los innumerables asesinatos de líderes y lideresas sociales. El abuso y el uso de la fuerza demuestran ser un problema estructural y vemos que la tremenda escalada de violencia que vive el país se debe en gran medida a un Gobierno que permite la existencia de grupos paramilitares, responsables de cientos de asesinatos a líderes sociales, campesinos y sindicales; desoyendo uno de los grandes hitos del Acuerdo de Paz como fue la creación de una Unidad Especial de Investigación para el desmantelamiento de los grupos sucesores de los paramilitares que lamentablemente apenas cuenta con avances.
Recientemente, el Instituto de Estudios para el Desarrollo y la Paz cifró en 60 las masacres perpetradas en este año 2020 (lo que suponen 244 asesinatos), un incremento dramático en comparación con las 11 masacres del 2017 cuando se firmó el Acuerdo de Paz. Y la criminalización y represión a la protesta continúa, como estamos viendo con las manifestaciones de estos días. La situación empeora cada día.
En este contexto, el 26 de septiembre está convocada de manera virtual por el Movimiento Defendamos La Paz, la Conferencia Internacional por la Implementación del Acuerdo de Paz, coincidiendo con el 4º aniversario de la firma de los Acuerdos. Ahí, se hablará de la falta de garantías para los firmantes del Acuerdo con la ola de asesinatos, amenazas y desplazamientos,o el estado de la reincorporación y de la implementación, y desde luego se enfatizará en la necesidad de cumplir los acuerdos.
La conferencia contará con la participación del exPresidente Santos, de la Misión de verificación de Naciones Unidas, los países garantes y los firmantes del acuerdo, además de representantes de diferentes gobiernos, sindicatos, representantes del mundo del arte y la cultura, y organizaciones de víctimas y líderes sociales.
Desde el GUE/NGL hacemos un llamamiento a la comunidad internacional a seguir esta conferencia y el avance del conflicto colombiano, y mostrar solidaridad y apoyo con el Proceso de Paz en Colombia y el cumplimiento de los acuerdos firmados, rechazar la violencia y los asesinatos de líderes sociales y exigir que se garantice la seguridad de los firmantes del acuerdo, para la construcción real de una paz estable y duradera.
